I think they are chuck taylors. They are canvas upper which compared to the combat boots of the 11th and leather plus gaitered boots of the war doctor are pretty much "sand shoes" (good for the beach and that is about all).

Tony, how was the description for the Ninth Doctor? For some reason, I'm picturing "You're goofy AND serious all at once, but you come across as standoffish and awkward. And you have a unique sense of humour and sarcasm." ... because of how Eccleston's character was, not because of you. ... though you can be goofy and serious at the same time, too.
