New rules imposed by the U.S. Transportation Security Administration also limit on-board activities by customers and crew in U.S. airspace that may adversely impact on-board service. Among other things, during the final hour of flight customers must remain seated, will not be allowed to access carry-on baggage, or have personal belongings or other items on their laps.
This of course is in response to an incident where a man (in his seat) accessed some personal item (not in his lap) and was stopped by a fellow passenger (who did not remain seated).
Go TSA.

Probability of brown doctor with a beard getting selected for random security at predominantly white southwest US airport today: 75% 99%.
Update: As predicted, but maybe Phoenix Skyharbour really is, as they claim, America's Friendliest Airport. (Not too friendly, though, phew.)
