Sure sounds to me like they're getting rid of the surcharges they announced in May of this year. Especially considering the section I bolded in the middle there, that this is a result of a decrease in fuel prices.

And yet, if you decide to learn more, you will be shocked - Shocked! - to discover:
With the measures announced today Air Canada will . . . incorporate into its advertised prices the one-way, add-on fuel surcharge that currently ranges between $20 and $60 on domestic and U.S. transborder flights. Starting September 18, 2008, Air Canada will adjust its published fares to include the total cost of fuel in its advertised base fares. This will provide customers simple, transparent and low fares always available at www.aircanada.com.

So, now fuel prices are low enough that we'll stop lying to you in our advertising. How heartening!

It's been going to hell in a handbasket (at least financially) for a while now. Whose to blame? No one can really tell you; the whole thing stems from the super complicated scheme they had for the subprime market. How can you turn a unsafe, unreliable house loan into derivatives and other money making element? Don't look to me for an answer, actually don't look at the wall street guys either they can't even really tell you. Whoever brainstormed this idea is probally rolling in dough, probally turned his bonus into stock in gold or something more stable. Well this just shows that legalized get rich quick schemes (just my view on stock markets) can and will fail, the ride was good for a while but lack of capital is still a lack of capital. Anyways just my 2 cents.
